I found the Malaga Tour hop on hop off sightseeing bus to be worth doing. The Malaga tourist bus is an easy way to see the city and the top Malaga attractions.

Without a rental car, this was the best way around Malaga I thought.  You’ll want to make time to get off and explore the many interesting attractions – especially the castle. I really like this castle the views!

The bus winds through city streets, along the beachfront, through shopping and residential areas and up the hill to the Gibralfaro Castle.  Sitting on the top is fun and gives a unique view.
